I don't know how or why but in the last 6 months to a year when I look under "links" in search console there are lots of spammy sites. I have no idea how this happened. I've never paid anyone for backlinks or anything like that. I only have 465 backlinks total, and only on 56 different websites, but more than half of them are spammy sites and idk why my site is on them. This also is probably related to another issue I've had for about the same amount of time (6 ish months) of spam users/registrations/email sign ups on my site. Can't figure out where all this garbage is coming from or why. Will Google penalize me for these external links? Thanks for any insight.

Hi, I have a website that ranks very well, but for several months I’ve been seeing hundreds of referring domains (e.g., 9pcm4ydko.info, aircon-cleaning-support-line.xyz) pointing to my domain. I’m suspecting a negative SEO attack. Every day, between 1 and 10 new domains appear. It seems my Google rankings aren't (too) impacted yet. What are your recommendations regarding this? Should I be concerned? Does this happen to you too? Is it possible to trace the source of who is paying to harm me?
