Emer C.: I raise the deemed disposal rule for exchange traded funds, ETF. I welcome the reduction in the exit tax rate announced in the budget, but the rule itself remains the difficulty. Under the deemed disposal rule, investors are taxed every eight years on gains they have not realised. This creates an opportunity cost for savers. To pay the tax, investors may need to liquidate part of their ETF holdings or use cash that otherwise could have remained invested, meaning the long-term growth is reduced and the benefits of compounding are not fully realised. In both cases, I am told, it penalises prudent, long-term investments. Will the Taoiseach indicate whether the Government has any short- or long-term plans to address the rule? Taoiseach: Deputy Currie mentioned the exit tax rate in terms of funds and so on. I think the Finance Bill might be an opportunity for her to press that case with the Minister, Deputy Donohoe. That allows for more detailed examination of issues of that kind. I accept the basic principle that sustainable investment and good practice is what we should be encouraging and facilitating. I understand your disappointment and appreciate your engagement on this important issue. It is still fully the intention of Fine Gael to deliver the agreed-upon Programme for Government, which includes the removal of the Deemed Disposal measure. We recognise the concerns raised by the Tax Strategy Group, the Oireachtas Finance Committee, and independent experts, and we remain committed to reforming this outdated policy. Budget 2026 marks the first of five budgets to be delivered under the current government. Our Funds Sector 2030 review is a five-year plan aimed at modernising Ireland’s investment and savings landscape. While we were not able to remove Deemed Disposal in this budget due to budgetary constraints, we have taken a meaningful first step by reducing the ETF exit tax from 41% to 38%. I have received assurances from the Minister for Finance that he remains committed to the full removal of the Deemed Disposal measure and to further reducing the tax rate toward 33%.
