Households value delivered water but face rising bottle prices, large or undisclosed delivery fees, incorrect orders, confusing replacement scheduling, and unreliable arrival notices. Store exchange is cheaper, but transporting heavy five-gallon bottles sacrifices the convenience that motivated delivery in the first place.
Operate dense neighborhood routes that exchange every empty bottle left outside unless the customer pauses service. Charge one transparent price per delivered bottle, including delivery, and offer dispenser rental or replacement as an add-on. Fulfillment starts with water sourced from a licensed regional bottler or refill facility, reusable bottle inventory, a small delivery vehicle, and fixed weekly route days.
The signals show customers reconsidering incumbent delivery after consolidation, repeated fee increases, and declining order reliability. The widening gap between inexpensive store exchange and expensive home delivery creates room for a route-dense local operator with transparent pricing.

Cost The cost of the bottles have gone up and then they add a ridiculously high delivery fee. I get the cost of gas has gone up too but the water is basically the same cost as what the stores offer for the same good water. Our water dispenser is going bad and I don’t want to have to pay for a new one
Price changes I was told the 5 gallons with be $3.99 not 7.99 . Also I was not told I have to have a minimum for shipping. I will not be ordering water anymore. It’s cheaper for me to get water at Sam’s Club
Confusing now and expensive I used to be very happy with Primo’s delivery service when drivers would automatically replace any empty bottles left out. Now they’ve changed the process so they remove your empties but won’t replenish them unless you’ve specifically scheduled it through their confusing app. The pricing structure makes this even more frustrating. If you forget to request replacements and end up ordering just one bottle later, you’re charged a $13.99 delivery fee plus $7.99 for the bottle itself, making a single bottle cost nearly $22. When I contacted customer service after they took my empty bottles without replacing them, I was told they could deliver replacements “in a few weeks, or sooner”but I’d have to pay another delivery fee. This policy feels inconvenient and unfair to loyal customers. The old system was simple and reliable; the new one creates unnecessary confusion and extra costs. Based on my experience, I don’t think Costco should continue endorsing this service unless Primo improves its delivery process and customer policies. Not to mention I paid a $50 bottle deposit in 2019, that will not be refunded.
